The BOLO program congratulates the Saskatoon Police Service, Toronto Police Service, and the Toronto Police Service Homicide Squad for the arrest of Bolo’s #24, Jabreel Elmi, in Saskatoon, Saskatchewan, on Jan. 31, 2025.
Members of the Saskatoon Police Service were assisting an outside agency in the execution of a search warrant at an apartment in the 10 block of Assiniboine Drive. As a result of the search warrant, a 30-year-old man was arrested and found to have an outstanding Canada-wide warrant for a 2021 homicide investigation from Toronto.
Elmi was wanted by TPS for murder since 2021.
Elmi is facing one count of first-degree murder for the homicide of Thane Murray, 27, and two counts of attempted murder. Arrangements are being made to return Jabreel Elmi to Toronto.
On Saturday, Sept. 18, 2021, at 8:52 p.m., Toronto police had responded to a call for a shooting in the Oak Street/Sumach Street area after multiple gunshots were heard in the area.
When Toronto Police officers arrived on scene, they found three men suffering from gunshot wounds. A 29-year-old man from Toronto was transported to hospital with life threatening injuries. He is now in stable condition. A 27-year-old man from Toronto was transported to hospital with serious, but non-life threatening injuries. one man was located suffering from multiple gunshots wounds, and was pronounced deceased on scene.
The victim was identified as Thane Murray, 27, of Toronto. At the time, the City of Toronto issued a media release about Murray’s death saying, “Thane worked in recreation programs at several recreation facilities in the City’s east end with the City’s Parks, Forestry & Recreation division. Thane was a well-regarded member of the Toronto Public Service and a much-loved community member who will be deeply missed.”
Toronto Mayor John Tory at the time said, “My thoughts go out to the family, friends and colleagues of Thane Murray. We know he touched many lives through his work at recreation facilities in the City’s east end and his death has shocked so many in our Parks, Forestry and Recreation division. This is a tragedy for the Regent Park community and our entire city. I know Toronto Police are working to solve this murder and bring those responsible to justice.”
On Monday, Dec. 13, 2021, Toronto Police arrested and charged Noah Anderson, 20, of Toronto, with first-degree murder and two counts of attempted murder. On Tuesday, December 14, 2021, police arrested and charged Junior Jahmal Harvey, 20, of Toronto, with first-degree murder and two counts of attempted murder.
An arrest warrant was then issued for Jabreel Elmi, 27, of Toronto.

Another man, Rajahden ANGUS CAMPBELL, is still wanted in the murder.
