A 2‑year‑old boy was safely recovered Friday afternoon after an Amber Alert prompted a citizen to intervene and Winnipeg police to arrest two women accused of abducting the child following a violent dispute with his mother.
Child found 36 minutes after Amber Alert issued
The Amber Alert was broadcast across Manitoba at 12:59 p.m. on Feb. 27, 2026. By 1:35 p.m., General Patrol officers located the child and two suspects at a strip mall in the 300 block of McPhillips Street. Police said the child was taken to hospital in stable condition and had no injuries from the incident.
Dispute escalated into assault and abduction
Investigators determined the incident began at approximately 10:09 a.m., when a confrontation occurred between the child’s biological mother and two women at a residence in the 0–100 block of Chesterfield Avenue. Police allege the mother was assaulted with a weapon during the dispute, after which her toddler was taken from the home.
Citizen recognized suspects from Amber Alert
Police say the suspects travelled by taxi toward McPhillips Street and Logan Avenue. After they exited the cab, a passerby who had seen the Amber Alert recognized the women and the child. The citizen removed the child from the suspects, brought him into their vehicle for safety, and waited for officers to arrive.
Two women arrested; drugs seized
Responding officers arrested Caitlin Cassandra MONKMAN, 30, and Kineisha Rose JAWBONE, 25. During processing, officers seized a personal amount of methamphetamine from JAWBONE. The Major Crimes Unit has taken over the investigation.
Caitlin Cassandra MONKMAN, 30, is charged with:
- Abduction of Person Under Fourteen Years of Age
- Assault with a Weapon
- Possession of a Weapon
- Fail to Comply with Probation Order
Kineisha Rose JAWBONE, 25, is charged with:
- Abduction of Person Under Fourteen Years of Age
- Assault with a Weapon
- Possession of a Weapon
- Carrying Concealed Weapon Prohibited Device or Ammunition
- Allegation of Non‑Compliance with Conditional Sentence Order
- Possession of Scheduled Substance – Methamphetamine
Both were detained in custody.
The Winnipeg Police Service noted that Amber Alerts are issued through Manitoba’s Emergency Management Organization when a child is believed to have been abducted and is at risk of serious harm. Alerts are broadcast to mobile devices, media outlets, and highway signs to mobilize the public quickly.
Police urge anyone who receives an alert to read it carefully and call authorities immediately if they see or hear anything relevant.
