If you don’t think Alberta Health Services takes unfit and unsafe homes seriously, you may want to think again. AHS inspectors have been busy across the province, issuing dozens of closure orders this year to homes they deemed unfit to live in.
The issues health inspectors found so far this year included everything from windows with cracks across them to locked security bars on a bedroom window.
No part of the province was immune to the inspector’s critical eye.
There were homes forced vacated in Calgary, Edmonton, Lethbridge, Nanton, Red Deer, Androssan, Sylvan Lake, Ponoka, Ponoka County, Camrose, Paintearth County, Clearwater County, Clear Hills County, Sturgeon County, Manning, Grande Prairie, Westlock, New Norway, Brooks, Bentley, Raymond and Cardston.
Some of the offending landlords, or homeowners, included Avenue Living, Westgate Motor Inn, Suites, the City of Lethbridge, as well as building contractors. Is your landlord on the list? Read on.
Some landlords had several properties inspected and vacated.
Here’s a synopsis of some of the issues that health inspectors found that prompted them to order tenants/residents to vacate:
A house in Calgary at 2528 – 49 Ave. owned by Gary Fries and Lily Fries and Alwin Fries.
There was no electricity and no running water. There was raw sewage pumped into the yard. The living room glass window was shattered. There was mold on the ceiling, the bedroom, laundry washing area and in kitchen.
There were locked security bars on a bedroom window that had a combination lock. There were bars on outside of a bedroom window.
The window in the bedroom was too small for emergency exit. There was water damage.
A basement suite in Red Deer at 3929 – 51 A Street owned by Charlotte Wagner.
The bedroom windows weren’t big enough to allow for emergency exit. There was mould on the bottom five inches of the walls in a room by the laundry machines and the front door’s weather stripping was in disrepair.
A garage at 4832 Womacks Road in Blackfalds owned by Tom Manicke.
There was no emergency exit in the sleeping area because the window didn’t open. There was no ventilation in the sleeping area and no smoke alarm. There was no plumbing and no washroom or kitchen sink. The electrical system was poorly installed and the furnace didn’t work properly.
A beach house in Legal owned by Lionsheart wholeness centre Inc. Wanda Rowe, Barbara Joyce Rowe, 2196567 Alberta ltd, Ivan Harper, Laurie Ann Jimmy, Richard Stanley, and Joseph Waskewitch Jr.
The only entry upstairs is rotten and deteriorated staircase and pedway leading to the balcony. The guard railing surrounding the balcony is loose, and the front door doesn’t close and remain closed properly.
A house in Sturgeon County owned by Heather Peter and Matthew Peter.
Health inspectors say there were materials, objects and belongings accumulated in the basement and on the main floor. Electrical switch plates were missing. Basement windows in areas where people were sleeping were too small to allow for emergency exit.
There was a horizontal crack in the window of an upstairs bedroom. The locks weren’t functional on the patio door. There was no ventilation in a foyer area someone was used to sleep in. The master bathroom floor wasn’t finished and only had a subfloor. The toilet and sink weren’t working and the shower head was missing. The upstairs main bathroom ventilation wasn’t working. A large vertical crack was found on the outside wall facing the backyard between kitchen window and back door.
A basement suite at 3503 – 41 Street SW in Calgary owned by Jaspal Josan and Ann Thaula.
The ceiling panels were missing in the kitchen. There was water damage and moisture on the wall of the entrance door into the basement suite and the floor in laundry room. There was water damage on the carpet in the bedroom. The insect screens in bedroom window was damaged and not tight fitting and the one in the kitchen window had multiple small holes. The washroom tile underlay was exposed along the step to the bathtub.
A house in Nanton at 2203 – 23 Street owned by Lorene Fowler-Crosby and Darran Dayan.
There were no utilities, water, power or heat. The toilet didn’t flush.
There was mould growth on walls. The deadbolt lock doesn’t fully engage. There was garbage in the house and it was dirty.
A house in Raymond at 105 Broadway S owned by Douglas Tollestrup.
There was a leak under the bathroom sink, the toilet tank didn’t have a lid and the tub faucet didn’t have a handle. The flooring wasn’t complete. The kitchen ceiling had a large hole in it and the bathroom ceiling wasn’t finished, exposing bare wood with nails sticking out. The bathroom door was in disrepair.
There were missing electrical outlet covers and switch plates. The basement floor was covered in mouse droppings and broken glass. There were no smoke alarms. The kitchen cabinets were in poor condition. The roof appeared to have a hole covered with a sheet of wood. There were people living in a tent in the back yard. The shed in the back yard was used as a shelter for people to sleep.
A house at #4 Voyageur Drive in Clearwater County owned by Fred Dumais.
The health inspector found human waste in buckets, bags and non-functioning toilets. Tehre was no running water or power/electricity. There were no smoke detectors and all winders were blocked with metal grates or boarded with wood blocking emergency exit.
A house located at 230 Alberta Street in New Norway owned by Harley Doubinin and Nicole Maclowick and 2450447 Alberta Ltd.
Windows in two bedrooms weren’t large enough for emergency exit. The window in the kitchen didn’t have a lock. There were no smoke alarms. No guard for basement stairs. First step on front porch broken. The flooring in the living room has large gap. The transitional flooring in the living room and kitchen is damaged and lifting. There was water damage under the kitchen sink. Electrical wires were hanging in the basement living room. The bathtub didn’t form a watertight joint with ceiling and the walls were racking. Wall in bathroom had water damage. There was no mechanical or natural ventilation in the bathroom. The flooring and drywall in basement was water damaged. There was mold in the laundry room on the drywall. And in the basement bedroom. There were mice droppings in kitchen drawers.
A house in Sundre at 231 – 4 Street NW owned by Sundre Car Ltd., and Harry Sing.
The roof was partially collapsed. There is water, mold and algae growing in the home. The front door wasn’t locked and ajar.
A house in Delburne at 2209 – 20 Avenue owned by Delton Smith.
There was no water to the home and garbage everywhere. Drywall was missing in bathroom and insect screen of window was in disrepair. There was no natural or mechanical ventilation in bathroom. Main floor windows and patio door broken and not able to be secured.
A house at 4929 – 50 Avenue in Bentley owned by Jaspal Singh Boparai.
There was water damage on walls and ceilings and mould growth. Electrical issues. Excessive amounts of dead flies in kitchen and bathroom. Mouse droppings on main floor. An inside door that gives access to upper level suite unable to be secured.
A house at 5020 Highway 2A Trailer 20 in Ponoka owned by Dale Robertson and Wendy Robertson.
Ceiling tiles were missing in front room. There was water damage and mold growth throughout. The roof is in disrepair with leaks.
A house at 5107 – 54 Avenue in Ponoka.
There was a 2-3-inch hole in the living room floor. Other floors in bad condition. The walls were in disrepair due to holes of various sizes and door frames and trims were in disrepair. Cracks in a wall in one bedroom. Cracks in ceiling. The furnace filter was soiled with dust and debris. Junk was around the detached garage. A drainage pipe for the kitchen sink in the basement has an opening covered by tape. No covers on basement floor drains by toilet. No working smoke alarm. The glass on a door is cracked. Backdoor isn’t windproof or waterproof.
A house at 5201 – 48 Avenue in Wetaskiwin owned by James Kaminski and 2577551 Alberta Ltd.
There is no potable water. There are two broken windows. No screens on two-bedroom windows and the bathroom. There are electrical issues. The bathroom window doesn’t close.
A house at 4514 – 43 Street in Sylvan Lake owned by Susanne Miller and Daniel Miller.
The window in living room was in disrepair with moisture damage and mold growth. No ventilation in bathroom working. Roof beginning to curl and shingles falling off. Spout directing water towards foundation. The patio screen is torn. Floor beneath the toilet is soft and linoleum in disrepair. No smoke alarms and an accumulation of flies especially in kitchen and bathroom.
A house at 5202 – 55 Avenue in Wetaskiwin owned by Cody James Ryan and Ashlyn June.
The house is in disrepair and unsanitary and there’s no running hot water.
A basement suite at 7007 – 49A Ave. in Camrose owned by Karen Turner.
The window in the bedroom isn’t large enough for an emergency exit.
A house at 38401 Range Road 144 in Paintearth County owned by DE BA XU and managed by Kevin Kuang.
The septic wasn’t covered. The water to the house is coming from a dug out. Windows in three upstairs bedrooms couldn’t be opened and they were broken. A basement bedroom window isn’t large enough for emergency exit.
A mobile home at 54010 Township Road 364 in Clearwater County owned by Irene Patricia Hofer.
None of the buildings used for overnight accommodation had running water , an approved private sewage disposal system, adequate washroom facilities, electricity or kitchen facilities.
Two of the buildings 9 and 10, were heated with portable space heaters. A yellow cabin used for sleeping had exposed electrical outlets and switches.
A trailer at 381005B Range Road 6-0 in Clearwater County owned by Colleen May Lucille Phillips and Georgina Faux.
The ceiling was collapsing. There was water damage and a pest infestation. There were electrical safety concerns. The toilet didn’t work proper. There was no smoke detector. Windows in the bedroom were blocked with many layers of plastic and material blocking emergency exit.
A house at 262053 Township Road 444 in Ponoka County owned by Four Feather’s Home Corp., Clayton Bruno, Mike Cutknife, Mandy Mitchell-Himer.
Some of the issues found were the house was in disrepair, there was water damage, dead mice in kitchen cupboards, bathroom cupboards, and bedroom closets. There was no insect screens on windows that open. A bedroom window too small for emergency exit.
A house at 322 – 7 Avenue SE in Manning owned by Jenifer King.
The house was in disrepair, no ventilation in bedrooms. The roof shingles were damaged and there are no screens on windows that open.
A basement suite at 9426 – 70 Ave. in Grande Prairie owned by Sean Leonard.
There were no windows in two basement bedrooms. There was no sink, cupboards, or a functional fridge.
A suite at 11525 – 116 Street, Unit 102, in Grande Prairie owned by Sean Leonard.
There were electrical issues. The flooring and walls were in disrepair. There was mice droppings and the smell of cat urine. The screen door at back entrance was not properly secured. The exterior of the back of house and metal skirting were in disrepair.
The insect screen in the main bedroom is not flush with the frame allowing a gap for entry of insects. The front door was observed with gaps between the door and the frame, which does not render it weatherproof.
A house at 10216 – 107 Street in Westlock owned by Tammy Ann Glendine Graf and Edwin Jules Graf.
There were numerous electrical issues, no hot or cold running water.
The home does not have a kitchen with hot and cold running potable water, sinks, adequate countertop, refrigerator, or cupboards for food storage. There is no dedicated kitchen space in the house.
Drywall was removed exposing the frame of the house. There was no proper insulation and vapor barrier. An upstairs bedroom was being heated by a space heater. The downstairs bedroom was being heated by a diesel heater. This was primary heating sources of the house. The basement bedroom window was too small for emergency exit and there were no smoke alarms in bedrooms. There was a person living in the back yard. It has unfinished floors, walls and ceiling. The shed doesn’t have plumbing, a kitchen, or permanent heating source, or bathroom.
A house at 51020 Township Road 862.5 in Clear Hills County owned by Ron Mason and Ron Mason Contracting Ltd.
There is no running hot or cold potable water. It’s supplied from a dugout with no treatment system. All three-bedroom windows don’t open proper. A bedroom window has a crack. There was low water pressure in the kitchen faucet. There’s a hole in the hallway wall.
A house in Edmonton at 11705 94 St NW Edmonton owned by Art Invest Inc., Dionne Mascarenhas and Roman Bouz was closed and the tenants were ordered to vacate. It Three people were sleeping in the basement with windows too small to escape in an emergency. The window in the front bedroom didn’t stay in open position. The window upstairs not large enough to meet emergency requirements. Basement window wasn’t capable of being locked. There were no smoke alarms between bedrooms. There were no handrails along stairs ramp at front of home or guardrail around front entrance or basement stairs. In addition, one of the permanent support posts in basement appeared to be removed.
A house in Edmonton at 11925 78 St NW owned by 2329402 Alberta Inc and Roman Bouz, Emanuel Palo Ferreira and Andrew Ivan Buryas.
The basement and main floor toilets were not functional and plugged. There was inadequate light on basement stairs. A main floor window wasn’t able to be locked. Another main floor room had a window too small to allow for emergency exit. The basement bathtub and sink didn’t drain. One main floor bedroom was missing one pane of glass.
A house in Edmonton at at 11348 – 95A Street NW owned by 2390510 Alberta Corp and Andrew Ivan Buryas, Roman Bouz, and Akbarali Hassanali Nagji.
There were numerous undetermined wires in basement. The emergency exit window in one room didn’t stay propped open and an upstairs bedroom window was too small to allow for emergency exit. There was water damage in the basement and it had a high moisture reading.

There was a bed bug infestation and the bedroom windows were too small to allow for emergency exit.
By far, more homes in Edmonton were found unfit than any other part of the province.
