The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP.
MIHRSOU said 36–year-old convicted sex offender Justin David LEVASSEUR, (aka Jay LEVASSEUR, Norman LEVASSEUR, “J” and “J STAR”), is considered high risk to re-offend and females are at risk of sexual violence.
LEVASSEUR was released on statutory release from federal custody on Sept. 2, in relation to convictions for sexual assault and forcible confinement in which he was sentenced on Nov. 29, 2021, to six years (252 days pre-trial custody credit).
Upon release, Levasseur will be subject to conditions imposed by the Parole Board of Canada and a lifetime weapons prohibition order.
Levasseur is expected to reside in Winnipeg, Manitoba.
Levasseur has a history of violence, sexual violence, and other offences. Although he has participated in some treatment programming, Levasseur is still considered high risk to re-offend in a sexual manner. Females are at risk of sexual violence.
This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Levasseur will not be tolerated, say police.
